It takes place during the Napoleonic Wars. There are two last (practical) magicians left in England, and the book is mostly about those two and their relationship. And of course the government wants them to help defeat the French in the war... More info here (http://en.wikipedia.org/wiki/Jonathan_Strange_%26_Mr_Norrell).
I read about a third of the book so far.
